Anyone know what/who made this?

A couple years ago, I picked these up and finally just painted one of them.

They both were in silver paint. One unit, the sliver one, has motors and pumps inside the "house". The tanks appear to have some kind of a plastic or vinyl insert that hold either water or smoke fluid or some other liquid.

I painted the one but will leave the second one in silver.

The bottom of the one I painted says "LIONEL".

I have searched the Lionel site and Google, but can not find this item.

Does anyone have any idea what it is and who made it?
