Since you say that decaling is the final step, it may be that whatever you are using for weathering is preventing the decal from adhering properly.

I would decal first; then use Micro-Sol setting solution; and then spray the decal with a clear gloss to seal it in place - then weather (and apply dullcoat if that is part of the weathering process) .
