As Mitch said... Flip part of the rubber tire so it's flat against the side of the wheel, slide it up past the truck frame onto the top of the wheel, and then start pulling and tugging and yanking with your dental picks, small screwdrivers, etc.

It helps a lot if you have three or four hands.😁
