The original Atlas O made in the 1970's was made by Roco in Austria:
As was their first venture in making HO locomotives.

And in N scale as well, with Atlas’ GP9, GP30 and other locomotives prior to 1983. Atlas also worked with Rivarossi in Italy for N scale.
