All the Atlas tank cars weigh a lot more than the Lionel 30K modern gallon cars do.

Yes the 17,600 have the pitch to the center, both ride on 100T RB trucks I don't think Atlas has had a run of the 17,360 cars in a long time, they were nicely done at the time first announced in 2004.
