Some more information. Atlas F2/F3 offerings.
Oct 20, 2011, ERR drive
Sept 4, 2009, EOB drive
April 4, 2008, EOB drive Included Santa Fe.
Dec 29, 2006, EOB drive (new model)

Santa Fe offerings were 2008

EOB speed control can be turned off, 32, or 128 speed steps.

With the Cab1 remote set each F unit.

32 speed step mode.
ENG + ## + DIR + AUX1 + AUX1 + AUX1 + 1
(A horn/whistle will sound after the 3rd AUX1 and after 1.)

128 speed step mode.
ENG + ## + DIR + AUX1 + AUX1 + AUX1 + 2
(A horn/whistle will sound after the 3rd AUX1 and after 2.)

Cruise OFF mode.
ENG + ## + DIR + AUX1 + AUX1 + AUX1 + 3
(A horn/whistle will sound after the 3rd AUX1 and after 3.)

Your F2's are EOB drive system. You may want to set each to the same setting and try them again.

Sorry, I don't have a Legacy set. Someone else would have to help you with the Legacy handheld in TMCC mode.
