Programming Lionel LCS AMC2

I have tried programming the Lionel LCS AMC2 per the instructions - i pressed the programming switch on the LCS AMC2 - the light blinks - i assigned a two digit number - pressed set - the light blinks faster and stays blinking - i then press AUX1 and the "M" button - to get a variable DC motor - the instructions say that will enable me to start and stop motor on turntable - but when i connect the terminals to the motor and press "acc" -enter the two digit code and press AUX 1 the turntable rotates at one speed and is not responding to the control wheel - i am using the CAB2/990 base - i attached a multimeter on the AMC2 motor outputs and am getting a constant 7v DC reading - turning the red control knob on the CAB2 doest change - i must be doing something wrong? or can the AMC2 be used to control the Atlas turntable?

PS using an ux transformer -14vac to provide power to the LLCS AMC2

 

anyone have any ideas?
