Command control uses a constant voltage from a transformer, usually 18V. The uncoupling track needs to see a certain amount of voltage to operate the magnet and can operate on 18V. So yes, it will work, but now you expose yourself to problems encountered by receiving power from a rail. These problems can include disruption to power drops (broken solder joint, loose connection), power drop location, loose connections between sectional track, and power consumption by locomotives using the same track.
