I have received one locomotive for repair with a BCR that was defective. I've seen lots of others that worked fine. Two of the four caps had high leakage and wouldn't retain a charge. I have no idea what caused the failure, or why only two caps were bad. Any device can fail, so I didn't read much into the one failure.
