Bench-work suggestions for Track over another track in a tunnel and Woodland Scenic for Modular.

I am looking for suggestions for supporting one track directly over another track in a tunnel. I am using Lionel Fast Track. The layout is being built modular so I can move it in the future. I was thinking of using Woodland Scenic vertical Styrofoam supports and 1/4" or 1/2" plywood horizontal base. Distance of unsupported horizontal base is between 6" and 18". I may craft a vertical metal intermediate support for longer distances. Other suggestions.

I am also thinking of using the Woodland Scenic foam system for risers, elevations, contours, .... What do you think of this for a planned one time move of a layout. I notice the risers are only 2 1/2" and Fast Track requires 3 1/2".
