A LOT! Just ask the People who ride the Randalls Island Cable car! They don't work in:

high winds [Which tall buildings create at street level]
Snow
Heavy Rains

And Who will be responsible for :

the Maintenance?
if a cable snaps and people head to the ground?

Sounds great but a lot of variable that need to be answered!
