BPC2 doesn't seem to lock in last setting

I think I'm having an issue getting my BPC2 controllers to lock in to the last setting. I'm pretty sure I'm following the instructions correctly and pressing "R" so that it locks in the last setting when powered down but it doesn't seem to hold and shuts the relay every time. Does anyone have any ideas as to what could be wrong with the unit or me (no wise cracks, I get enough of those from the family!).
