Can’t say for sure if the Canadian Transport Board has a say but, I doubt it.

KCSM holds a lease from the Mexican government for their railroad in Mexico. I’ve read KCSM has 24 years left on that lease. Presumably the Mexican government could weigh in on this but, I’ve not seen anything to indicate they have or plan to.
