Broken Dash 9 Flywheel Magnet Ring

I have a Lionel tmcc CN Dash 9 (6-18287) and now when I try to run it in command control, it only runs at full speed. After reading up on the forum, I’m pretty sure it was the flywheel magnet ring that is causing the problem so I took the shell off. This revealed a ring that was split in two (labeled #1) which, I’m assuming, was originally around the motor

My question is: is this the Flywheel Magnet Ring? If so how can I go about fixing it? I’ve read that some people just replaced the entire motor but when I look online for replacement motors I’m not seeing this ring on them. Any help would be appreciated!
