An early Atlas SW9 upgrade I used a dremel with a small milling bit to cut a hole for the speaker in the fuel tank. Finish cut was done with small hand files.

Otherwise your other option is get the Lionel E8 fuel tank which has the speaker cut out and speaker mount in it. dont forget to order the air tanks and the screws as well! Lionel parts is all A la Carte!
