Have you added smoke fluid?  Did it work? If so, do you recall which exhaust stack in and does smoke come out of both stacks or only one?

Sometimes the fluid forms a bubble and it prevents the smoke from exiting the stack.  Turn on the engine and the smoke, then while the engine is sitting in neutral on the track, try forcibly blowing into the smoke stacks. This usually works for me, particularly when i see smoke coming out of the body frame but not the stack.
