Cab Lights inop 2007 and 2008 Lionel diesels

Purchase / received both units last week e-bay. Both advertised as C- 7 /C-8 and "tested fully functional." One cab out , other cab flashes (regulated). Should I expect these unit lights still fully functioning? Any guesses on repair costs? False advertising or poor testing requires compensation..rt? Want the cab lights to Legacy function. ☃️
