Looking at the thin loco frame, it may be a International Model product otherwise I would say it is a scratchbuilt model. The tender looks like an All Nation cast aluminum USRA tender to me (originally Megow from the 1940s) and there are some of these tenders that are nicely cast. That looks like aluminum peeking out of the paint on this tender.
