Amtrak never served Elmira, NY. The whole Southern Tier of NY west of Port Jervis to Buffalo is devoid of passenger service, probably since the last EL runs in 1970 or 1971. Amtrak goes across the middle of the state from Albany to Buffalo on CSX ex-NYC.
