If they are both PS-1 locomotives, you can swap the tenders without any issues as all the "smarts" for those locomotives were in the tenders. I've done it several times with my various PS-1 steamers. The tethers are 4 pin, 2 wires carry the track power from the locomotive to the tender, and the other 2 carry the voltage to the motors from the control boards. The head light and smoke unit run off of track voltage picked up by the locomotive.
