Can MTH DCS Talk To Lionel DCC Track Accessories?

My friend Phil asked me this question which unfortunately I know nothing about. Can MTH DCS talk to Lionel DCC track accessories? Can Lion Chief trains be modified(I think yes, but don't know where that is going)? Phil also says his thought was it might be cheaper to get a MTH ready to run set with the wireless controller than upgrade to the other control modules. Any thoughts on guiding me to guide Phil?
