Can not increase speed on MTH 4-6-4 J-1e PT Hudson Steam Engine

I have an MTH 4-6-4 J-1e PT Hudson Steam Engine w/Proto-Sound 3.0 that will not go any faster than 42 to 50 scale MPH. Even when I use the boost in the DCS it won't go any faster. Any thoughts on what might be wrong? Thanks!
