Can't attach short videos

Last night I tried to attach short 10 second videos to my posts, and for the first time was unable to do so. I get a message in red saying I need to slow the train down and was told I had a red signal.

And, I got the same message in red (to slow my train down and I have a red signal) when I tried to attach a mere photo to one of my posts a few minutes ago.

Another strange thing is that for the first time, it took a very long time to upload a short video on to my post and, again, the same thing happened when I tried to upload a photo.

What is going on?
