Gerhardt - Simply put, MTH's 'hi-rail' wheels have deeper flanges, blind center drivers, wider wheels, and traction tires and are intended for use on 3-rail O Gauge track. On the other hand 'scale' wheels feature narrower scale-width wheels with more prototypical low flanges and are intended for use on 2-rail DC layouts. Of note is that the deeper flanges on locomotives with 'hi-rail' wheels may contact the track ties on low profile 2-rail O Gauge DC layouts.

For further elaboration go to MTH's website or just google questions on your computer and various results will come up from which you can choose. Incidentally, for any O Gauge engine 'searched' on MTH's website they list whether it's 'hi-rail' or 'scale' in brackets at the end of the product number.

Lastly, assuming you have a 3-rail layout, I note that 'Trainworld' on their website has an O Gauge CN 20-20554-1 (Hi-Rail) F7 listed at $390 U.S.
