ADDED: Saw Beth's comments on the catalog that it is MTH tooling.

I don't think this is MTH tooling although I would love to be wrong. The previous MTH models will have a 'new tooling' icon next to it like the 0-6-0 does. It's definitely the Lionel model images but that may be all they had to go with.
