I checked a couple of NOS factory modern era Lionel smoke units that I have on hand. They are assembled as Mitch describes above, with one resistor lead tucked in between the plastic cap and the metal smoke pot.
The only difference I see is the color of the plastic cap (and perhaps the type of plastic?)
