Chuff and sound issue

I have a POLAR RAILROAD LEGACY SCALE B6SB 0-6-0 STEAM LOCOMOTIVE #2515 6-82311.

The engine randomly chuffs, sometimes it will work fine for 4-6 chuffs then miss one. Sometimes no chuff at all.

The tender almost seems that it may cut out sounds altogether randomly, slight amount of static. Also have no working marker lights or back up led.

The engine seems to run fine with smoke unit, lights etc. This unit has a tether and I have plugged/unplugged to make sure that is not the problem. Reset engine and reprogrammed Id, but no help.

Any ideas? Is it a tender electrical issue, engine electrical issue.
