CN and KCS; STB

Seems KCS has accepted the CN bid.

Questions:

1.  This merger combines rail in three countries.  How far can the STB investigte the parts of this merger on parts of this merger outside the US?  Does the STB investigate the health, both financial and infrastructure of the curenr CN, on both sides of the border?  Could Departments of State and Justice get involved?

2.  The KCSdeM.  This is a concession contract with Mexico.  Could they challenge change of party on the concession.

3. Transport Canada.  Any questions from them?

4.  Why now?  Is there something going on we do not know about?  Like oil by train replacement for the Keystone Pipeline.

With a new administration in Washington DC, this is not going to be a slam dunk.
