Command programming lost

Need help understanding a problem with command programming lost on a Legacy controlled layout.

In a Lionel engine with ERR installed, the programming is lost about every other time I try to run it. I have to re-set the engine ID again. Then, yesterday when trying to run a Legacy E7 A-B-A train, I had a similar problem. The B unit was the only engine to respond to command start-up and run. The A unit on the head end had to be re-programmed. This is a Legacy command system on a layout with about 1200 feet of Atlas three rail track on two levels. Any suggestions would be appreciated.
