Conventional engine won’t run…

Finally got around to hooking up the ZW-L.  Haven’t connected the CAB1 yet.  Wanted to test the Lionchief and conventional engines first.  Set the rear switch to Conventional.   Cranked the power up to 18V on 2 of the loops and the Lionchief engines work fine with their own remote.  However the conventional engine has a seizure when power is applied.  It literally shakes in its place without moving forward.   I think it’s trying to move back forth back forth back forth.  When I connected the original transformer to the track, the engine worked fine.

The engine is from the 70s.  The ZW-L is hooked up correctly as far as I can tell.  When the lever is raised, a conventional engine should start to move and gradually speed up, yes?

Is there something about the ZW-L and conventional engines that I’m missing?
