Cruise commander m install question?

I am going to install a cruise commander m into my lionel 6-28838 H16-44 with odyssey.

I have two quick questions before installing it. One is the duty out wire. What is this for?

Second question is in the instructions. Specificaly the part covering the sd80 with odyssey cruise. (I assume this install applys to my engine also) It says to cut the wires from the six pin molex connector. Then it states to splice the red and black wire to the red and black wire on the 4 pin molex connector supplyed to attach to the cruise m board. The black wire as show in the picture provided comming from my engine 6 pin molex is just looped from one connection to another on the molex connector. So is the black wire on the 4 pin molex connector used in my installation application?
