DCC question

I do not run any equipment with DCC, so excuse my ignorance of this type of system. Can a DCC decoder be used in a freight car to activate a lamp or a horn, etc? In other words, is there available a simple one-channel DCC decoder that just provides a momentary or constant contact closure? I assume that if the answer is "yes" then trucks with rollers would need to be added to provide power and signal to the decoder.
