DCS Commander Vs Z1000

I was wondering why one of my locomotive will only run when controled with a DCS Commander ( the small remote ) and will remain off when I plug a Z1000 controller ( other engines run with both ) ... do you have any idea? The loc is a P5A 20-5510.
