DCS Remote Commander - does not seem to work

i have the DCS commander hooked to a test track - z1000 power brick is power source - i put a mth 44ton engine (ps3 sounds) on the track - it sits there - no noise - when i press the start-up buttons, the light goes dark from green, when i release the buttons it goes solid green - i checked the track voltage and is is about 19v ac. the engine is set to DCS, it has been reset to factory setting
