Tom,

I will remove the battery from both engines measure voltage then charge them and try again.

That won't effectively test the battery. Test the battery as follows:

Put the engine on a track and give it power.
Start it making sounds either under DCS or conventionally.
Immediately turn off track power. If sounds do not persist for 6-7 seconds after track power is turned off, charge the battery until sounds do persist for 6-7 seconds, or replace the battery and retest.
