Decals not sticking to locomotive anymore

I have a nice Lionel DM&IR SD-18 (JC Penney, I think) from a few years ago. On both sides of the front of the unit are circular decals.

Both are starting to "lift up" from the surface of the loco.

How can I "reattach" these decals?
