Defective NEW TIU

I just received a new TIU that was on back order for months. I replaced an old TIU (that had 3 of 4 circuits working) with the new one. The new TIU has 2 out of 4 circuits working as follows:

- 21 Volts input to Variable IN1 and Variable OUT1 has a reading of 1-2 volts (changes over time)

- Fixed In/Out1 works

- Fixed In/Out2 works

- 21 Volts input to Variable IN2 and Variable OUT2 has a reading of 0-2 volts (changes over time)

Curious that the two fixed voltage circuits work, but the two variable circuits do not.

Is this an anomaly or has MTH's quality control suffered?
