Maybe I didn't understand your objective, but if you are trying to apply a decal over a glossy finish, just do the decal and then hit the whole thing with Testors Dullcote.
Alternatively, paint with a flat color, use Testors Glosscote, add the decal, and then use Dullcote, as shown below.
