Take the originals to a print shop or even a Fedex Office.  Have them scan the plans and save them as a pdf.  Then have them reprint at the reduced scale.  Now you have two different sets of scale plans, plus a digital file for use on your computer.  Technology makes this type of thing much simpler than in the old days.  Obviously you would need to check a known dimension with a 1/48" scale to verify accuracy. But by scaling the files digitally before reprinting, much if not all of the distortion is mitigated.  

 

These prints would need to be upscaled not down scaled , printed out in O scale these drawings would be close to 7ft X 7ft . Don't know if a regular printer would do it other than a banner printer . These are very accurate , Bernie
