Here is a photo of the prototype. After power has been on long enough to charge up the super capacitor (less than 20 seconds), it maintains essentially constant brightness during a dropout lasting up to 10 seconds, and then very gradual dimming after that.

You may notice it uses an inexpensive commercial step-down regulator.
