Yes, a simple series pass would work, but that would dissipate several watts while the supercap charges. The 3300uF is left over from eliminating the flickering without the supercap. As I said, if I make any more I'd probably use a smaller 1000uF 35V that I have a bunch of. Bit physical size is not important for my application.
