DZ-2500 non-derail issues.

Hopefully this isn’t a repeat thread I haven’t cam across anything like this. Anyway I’m finally going around and activating our clubs 14 switches and I got two that don’t want to play nice. Sitting in any position they are fine but when a train rolls through on just thur the turnout it triggers a non-derail then will continue to flip back and forth as if it doesn’t know where to go. Now I know it’s not backwards, if I simply short the detector rail momentarily it works just fine like it should I only have this problem when a car is sitting on that rail. First and foremost there is not continuity between any detector rail and the common outside rail. Then I decided to check voltage I found that on any other DZ-2500 there is 5VDC between the detect rail that is opposite of its current position and the outside rail. No these two I have problems with I have 3VDC between any detect rail and common at any given time. I do that the breakout boards installed and cannot figured out a possible problems.
