I would avoid the lionchief scout personally. If you watch videos of the current scout engine you will notice it waggle going down the track.  The drive gear between the wheels  is very thin and can nearly come disengaged with the teeth on the back side of the wheels.   The lionchief electronics will demand fixed higher  voltage to the track, so it will come with a wall wart like a phone charger and a remote. This means that if you get another  engine in the future you will likely still need a traditional transformer. That may not bother you but you should be aware of the situation. 

Lionchief is a good product line in general, but with yyour stated budget its a bit of stretch.
