ESU cabcontrol program non-ESU engines?

I recently purchased an ESU Cabcontrol, mainly because of the recent Atlas F-3s having ESU decoders/sound, as well as the upcoming SWs. Because the F-3s have RailCom, the ESU cabcontrol immediately recognizes the F-3s, and you can change the DCC address of the engines basically on the fly, effortlessly. 

Then I added an Atlas RS-1 with QSI decoder, and it was easy to add the engine to the ESU cabcontrol and control the RS-1 using the default DCC address 3.

However, I have two RS-1s that I would like to run, so I need to change the DCC address of one of them. I have read the ESU documentation, and watched their instructional videos, and it appears to be fairly straightforward. 

However, when I try to change the DCC address, I repeatedly get a “programming failed” message. I can’t read the address, or set the address. I’ve tried it on the main, I've tried it on the programming track, but I keep getting the same error message. 

Does anyone have experience with this? I’d really like to get this working, because it’s a pretty cool little remote!
