I don't know the history but I think Vintage was the name used by Darstaed at one time.

The wiring bit is a spring loaded contact that makes a connection to the back of the drivers. With the fiber bushing between the driver wheel and the axle you need something to make continuity between the rails and the power circuit. The assembly was glued to the frame and the glue failed on two of the assemblies.
