50-60% doesn't seem like much. Are you able to roll them by hand to see how they feel?

Also, is the any way to adjust the distance of the gears from each other? If the gears look new and the gear axles are fixed (I suspect they are), then it might be the right mesh. I know I've seen meshes in older Lionel gears that made me raise an eyebrow.
