Factory reset of a working TIU

I had a system working and I did a factory reset in order to clear the old engine and switch data. With my new layout it worked fine until I reset the TIU. I tried setting up the various base settings in the TIU but I cannot even read its ID number. Any suggestions out there would be appreciated!
