"Did the brewery sell these as sets or just individually? What is the you had to have a specific number to purchase them at that time about?"

I couldn't tell you who distributed the original sets. I picked mine up on da bay. Regarding the specific numbers, my set has a gold sticker on the bottom of the engine and each car with the set number on it.
