Fixing Lionel engine forgetting ID for new out of warranty?

Friend was considering purchasing a new Union Pacific ALCO PA pair from store that hadn't had the issue corrected. Since they are out of warranty is there any other way to resolve the issue?

Or will they always be engine #1? Thanks
