Fluctuating voltage

I’m not sure where to go with this. I have a Z4000 powering my 2 mains through a TIU.

Track 2 has shown flickering on standing cars in the passed. At the same time the voltage would jump around on the Z4000. It was annoying but the modern engines seemed to tolerate it.  Video attached  

The other day I ran all post war and that flickering caused the tender whistle to blow constantly; mimicking the flickering. I decided to do something about it. I swapped the leads on the Z4000. The problem moved to the other side of the Z.
FYI I have devices across the hot and common to absorb the spikes in case of a short. I also have, I think it’s a condenser on the TIU that was sold as an upgrade to using a light bulb.
